finding path for translation

for drupal platform and interactive video i copy fr.json translation file and change file name to my drupal default language but it's not working.

my path for putting translation file is : /sites/default/files/h5p/libraries/H5P.InteractiveVideo-1.6/language/fa.json

am i wrong ?

Both yes and no, it is the right approach but H5P only registers new files when new versions of H5P libraries are uploaded. If you turn on development mode in H5P settings (not development directory/folder!), zip the interactive video folder, rename it to .h5p instead of .zip, upload the folder through library admin and then disable development mode again you should get that translation, but you might lose it again when you update to a new version.

Best thing to do if possible is that you contribute your translation to the H5P community. Ideally by creating a Pull Request against the Interactive Video repo.
